This guide is designed for use during the Firefox Workshop.
Look through the guide and try to really update it in PennPage. So, copy the things that look like they might still be useful, and then update books that have newer editions, and websites that don't work. Just make sure that you make a note of the things that you should check with Nick. Also, are there things about Philadelphia that should be added? Things you know about? Just amke sure someone can tell the difference between what you added and what you copied.

The article focuses on the partnership between the Robert Wood Johnson Foundation (RWJF), local shareholders and the University of Washington in Seattle for the school-based nutrition intervention program Eat Better, Feel Better. One of its goals is to increase community awareness of the benefits of healthy eating. It was built on resources from the university, community and schools to address the problems of program evaluation. Students at the intervention school chose vegetables during lunch.

The article profiles author and television producer David Simon. Simon, a former reporter for the newspaper "The Baltimore Sun," created the television program "The Wire" about drug crimes in Baltimore. Convicted drug dealer Melvin Williams plays a role on the program. Simon comments how the program depicts the devaluation of people and how much of the program's content is inspired by real events. He describes his struggle to get the program aired on the cable network Home Box Office (HBO).

Statistical series for more than 40 economic and social indicators coveringun 1900-2000 for twenty Latin American cotries.
Annual public opinion survey conducted in 17 Latin American countries, 1995 to present. No data sets are provided at this web site.
Same sex and unmarried partner household data are collected for those households where the householder and his or her partner are not married, but are living in a close personal relationship. An unmarried partner can be of the same sex or opposite sex of the householder.
An unmarried partner, in an unmarried partner household, is an adult who is unrelated to the householder, but shares living quarters and has a close personal relationship with the householder. This relationship is based on the self-identification of respondents.
Here are some sources for your use:
- The American FactFinder contains two sources:
- American Community Survey Table B11009, shows "Unmarried Partner Households by Sex of Partner."
- Census 2000, Summary File (SF) 1 Table PCT14, "Unmarried Partner Households by Sex of Partner" is available for the nation, state, metropolitan statistical area, city/place, county, and various other geographies.
- Additionally, same-sex unmarried partner household data were collected in the 1990 Census. The Technical Note on Same-Sex Unmarried Partner Data From the 1990 and 2000 Censuses provides guidance on comparing these data.
- The Census 2000 special reports include:
- Population and Housing Table, PHC-T-19, Hispanic Origin and Race of Coupled Households provides race and gender for unmarried partner households for the U.S.
- The Census Bureau also collects data for same sex and unmarried partner households in ongoing survey programs, but does not regularly produce tabulations on this topic. For more information and special studies on the subjects of same gender couples and unmarried partner households based on the Census Bureau's survey programs, visit the Population Division Working Papers:

PennTags is a site dedicated to academic tagging, but this technology can also be incorporated into an existing library Web presence. Stanford University is also experimenting with social tagging, in order to educate patrons about the library’s resources and to provide a platform for curators to identify quality external Web sites. Instead of a standalone tagging site, the open source content management software Drupal (drupal.org/) forms the base for Stanford’s Information Center site, which also includes wiki and blog modules. From there, the designers have added a del.icio.us module that allows users to find tags organized by subject.

Public assistance programs provide benefits only to those with too few resources to support themselves. Generally, such programs consider both assets and income in determining eligibility for benefits and payment amounts. The rationale for this approach is that the government should not have to support people who can take care of themselves by converting bank accounts, stock holdings, vehicles, or retirement accounts into cash or collateral. As such, assets are considered "means" that should allow families to avoid destitution. Assistance programs typically do not count assets below some low threshold, allowing families some savings or a car that may be necessary for work. However, families with assets above the threshold may be ineligible if they fail the so-called "asset tests" designed to target payments to those most in need.
Asset tests can create a disincentive to save among families who might subsequently qualify for benefits. Sometimes one additional dollar of assets can result in the loss of thousands of dollars per year in public assistance benefits. This raises the question: Do asset tests actually discourage savings and reduce asset accumulation among families who might qualify for public assistance benefits? At least one influential paper says yes. Hubbard, Skinner, and Zeldes, in their 1995 article, interpret the low levels of wealth accumulation among low-income households as a rational, utility-maximizing response to asset-based, means-tested welfare programs.
This brief describes current asset tests and discusses their role in reducing asset building by low-income families. We identify the target population subject to asset tests, describe the various asset tests, review background data and previous research, consider strategies for meeting a mix of objectives, and point to the need for additional research and policy analysis.
single mothers, exploiting variation in asset limits and exemptions across states and over time.
There are important reasons to examine vehicle assets in this context. For example, vehicles
make up a very significant share of total wealth for poor families, and the variation in vehicle
exemptions over time and across states far exceeds the variation in asset limits. Consistent with
other recent research, I find little evidence that asset limits have an effect on the amount of
liquid assets that single mothers hold. However, I find evidence that vehicle exemptions do
have an important effect on vehicle assets. The findings suggest that moving from a $1500
vehicle exemption to a full vehicle exemption increases the probability of owning a car by 20
percentage points for low-educated single mothers relative to a comparison group. Also, the
results indicate that single mothers are not substituting vehicle equity for liquid assets in
response to more relaxed restrictions on vehicles.

A great Harper's article on the relationship of authorship to creation. Highlights:
"Any text that has infiltrated the common mind to the extent of Gone With the Wind or Lolita or Ulysses inexorably joins the language of culture. A map-turned-to-landscape, it has moved to a place beyond enclosure or control. The authors and their heirs should consider the subsequent parodies, refractions, quotations, and revisions an honor, or at least the price of a rare success."
I've long thought that a reasonable plan.

Overall, respondents have positive, if outdated, views of the “Library.” Younger respondents—teenagers and young adults—do not express positive associations as frequently. These findings, and more, are valuable insights for anyone seeking to know more about the library usage and perceptions of college students and young people.
Materials containing relevant information are collected chiefly by Van Pelt Library (social sciences and humanities, including history and political science, and area studies, including Middle Eastern studies). The anthropology, ethnography, and archaeology collections of the University Museum Library will also contain useful materials.
BE PERSISTENT! Many terms for topics you'll be researching will have been transliterated into romanized forms. You'll soon discover that there's no one "approved" transliteration style. When searching, first try using the form you know. Look for clues -- controlled vocabulary (e.g., subject headings or uniform titles) that may appear only in full record displays, "see also" or "more info" references -- to discover the transliterated form used by the work you're consulting. Use truncated word forms: read the work's documentation to discover how to truncate. Try omitting punctuation-like characters: some computer interfaces may elide ayn, maddah, and other Arabic transliteration marks. Ask for help! Your instructors have great experience at wrestling with transliteration, and so do reference librarians.

A much better than average report on the relationships between librarianship and the values of libraries and the values held by the media savvy, technology-centered students of today. Describes the two sets of values, and describes how libraries can adabt to the new expectation in meaningful ways.
pg 99 "It is clear that Millennials and others comfortable with a wide range of media and technologies will redefine the traditional manifestations of research and creative activity with these new mashed, cut and pasted creations. For them, the line between consumer and creator is blurred in a way that previously was not possible."
pg 100 "Clear rifts have emerged in the virtual terrain that is occupied by library policies, services and collections and is explored by online users. These rifts or disconnects can be grouped into three classifications for redress. These include technology (infrastructure and integration), policy (copyright, IT policy, liability), and unexploited opportunities."
Useful overview of new ways of thinking about the role of library discovery systems in the context of the networked environment. Highlights the necessary changes to the function of library catalogs now that discovery, location, request and retrieval can be separated from one another.
"Much of the discussion is about improving the catalogue user's experience, not an unreasonable aspiration. However, we really need to put this in the context of a more far-reaching set of issues about discovery and about the continued evolution of library systems, including the catalogue, in a changing network environment. In this environment, users increasingly discover resources in places other than the catalogue."
Argues for the usefulness of collaborative tagging, and highlights the known problems with free tagging. Points to some obvious, and some more controversial ways of limiting problems of inter-tagger inconsistency and meaningless distinctions.
In this article we look at what makes folksonomies work. We agree with the premise that tags are no replacement for formal systems, but we see this as being the core quality that makes folksonomy tagging so useful. We begin by looking at the issue of "sloppy tags", a problem to which critics of folksonomies are keen to allude, and ask if there are ways the folksonomy community could offset such problems and create systems that are conducive to searching, sorting and classifying. We then go on to question this "tidying up" approach and its underlying assumptions, highlighting issues surrounding removal of low-quality, redundant or nonsense metadata, and the potential risks of tidying too neatly and thereby losing the very openness that has made folksonomies so popular.
Shows the practices of taggers and tags.
Collaborative tagging describes the process by which many users add metadata in the form of keywords to shared content. Recently, collaborative tagging has grown in popularity on the web, on sites that allow users to tag bookmarks, photographs and other content. In this paper we analyze the structure of collaborative tagging systems as well as their dynamical aspects. Specifically, we discovered regularities in user activity, tag frequencies, kinds of tags used, bursts of popularity in bookmarking and a remarkable stability in the relative proportions of tags within a given url. We also present a dynamical model of collaborative tagging that predicts these stable patterns and relates them to imitation and shared knowledge.
Looks at the development of various classification systems leading up to tagging, or user created metadata. Argues that tagging more closely mirrors the nature of web information.
Argues that ontologies are a bad ideal for organizing the world online. Points out that library classification systems are designed to optimize space on the shelves, not to describe the essences of identities. Also, that library classification systems are fundamentally about organizing books, not about organizing the enormity of human knowledge. The same flaws exists in a hierarchical file system. That it is designed with the assumption that a thing can only be in one place at one time -- it makes some attempt to have the organizional structure of ideas match the physical world, where in fact a pointer, or an idea, or a metaphorical path can be in countless places at the same time, and can have many equally important and useful relationships which describe it.
That ontologies are useful where there are expert users, clear categories and a limited domain. But, much less useful for non-expert users or large domains, and fuzzy categories. Links are the universal pointers on the web, and the addition of tags is simple, and provides a much more useful finding system than an ontology. With a system like delicious, you get to know who's doing the tagging, not just what the tags are, so you get to limit searches by people and time, limiting the size of your group [penntags tie-in].
Alexander, Bryan. "Web 2.0. A New Wave of Innovation For Teaching and Learning" EDUCAUSE Review, vol. 41, no. 2 (March/April 2006): 32–44.
pg 33
"The idea dates as far back as the 1960s and JCR Licklider’s thoughts on using networked computing to connect people in order to boost their knowledge and their ability to learn."
The new ways of using the web are about manipulation of content and participation by readers.
pg 34
Describes the importance of "microcontent" for users, who can move around the web. Microcontent is of course not new, and can be seen to go back to email messages, etc.
Tying the use of microcontent and user participation together with user-created metadata, such as tags and folksonomies. [With all of this microcontent out there to be manipulated, and all of these ways of manipulating it, users need to be able to tag the content with terms to help them retrieve them, as they can not count on remembering which bit of microcentent came from where, etc.]
pg 35 -end.
Introduces and describes delicious, mentioning people connecting to each other through metadata. mentions penntags and h20 and then moves on to wikis and writely.
moves on to blogs and rss, moves on to blog searching, technorati, memeorandom, etc. to digg, ohmynews. then onto sites that let users combine these, like gnosh and rollyo. Raises the question of how universities will deal with this: (Pg 42) "How will colleges and universities consider preserving such small pieces of intellectual work, especially as the works migrate across multiple, shifting, changing platforms?"
Then raises questions about copyright, etc.

This article examines the Neighborhood Transformation Initiative (NTI), Mayor John F. Street’s plan to revitalize Philadelphia’s distressed neighborhoods by issuing $295 million in bonds to finance the acquisition of property, the demolition of derelict buildings, and the assembling of large tracts of land for housing redevelopment. Despite its resemblance to the discredited urban renewal programs of the past, this plan offered real potential for reducing blight by leveraging substantial private investment at a time when public subsidies
for affordable housing and community development have been steadily diminishing.
However, NTI did not promote equitable development that might have fostered broader support for an inherently controversial plan. Moreover, Street’s initial leadership in proposing this bold initiative was followed by a reluctance to promote NTI aggressively after it was adopted in 2002. The result was a watered-down effort that achieved some goals but has fallen short of what might have been accomplished.

What is the magic formula for turning a place into a high-tech capital? How can a city or region become a high-tech powerhouse like Silicon Valley? For over half a century, through boom times and bust, business leaders and politicians have tried to become "the next Silicon Valley," but few have succeeded. This book examines why high-tech development became so economically important late in the twentieth century, and why its magic formula of people, jobs, capital, and institutions has been so difficult to replicate. Margaret O'Mara shows that high-tech regions are not simply accidental market creations but "cities of knowledge"--planned communities of scientific production that were shaped and subsidized by the original venture capitalist, the Cold War defense complex.
At the heart of the story is the American research university, an institution enriched by Cold War spending and actively engaged in economic development. The story of the city of knowledge broadens our understanding of postwar urban history and of the relationship between civil society and the state in late twentieth-century America. It leads us to further redefine the American suburb as being much more than formless "sprawl," and shows how it is in fact the ultimate post-industrial city. Understanding this history and geography is essential to planning for the future of the high-tech economy, and this book is must reading for anyone interested in building the next Silicon Valley.
Margaret Pugh O'Mara teaches history at Stanford University. The dissertation this book is based upon won the Urban History Association's award for Best Dissertation in Urban History completed in 2002.

As we learned in Lessig's book, there are barriers to access of creative works beyond the strictures of copyright law, including licensing agreements and cost constraints. As a major research university, Penn produces a tremendous amount of valuable, copyrightable content. However, Penn authors often do not keep rights to their work and the University must buy back the work from journal publishers with considerable restrictions on use. This guide describes ways that faculty and other authors can negotiate with journal publishers to maintain some rights to their own works while continuing to participate in the publication of research articles.

WebCite® is an archiving system for webreferences (cited webpages and websites), which can be used by authors, editors, and publishers of scholarly papers and books, to ensure that cited webmaterial will remain available to readers in the future. If cited webreferences in journal articles, books etc. are not archived, future readers may encounter a "404 File Not Found" error when clicking on a cited URL.
A WebCite® reference is an archived webcitation, and rather than linking to the live website (which can and probably will disappear in the future), authors of scholarly works will link to the archived WebCite® copy on webcitation.org.

Theres not a right way of doing it because there’s no single way of organizing this stuff. Taxonomies are not reflections of nature, they’re tools. And tools depend on what you want to do. It depends on your context. So along comes tagging."

This project is a systematic study of why and how it makes sense for commercial companies and noncommercial institutions active in culture, education, and media to make certain materials widely available for free, and also how free services are finding new (sometimes commercial) ways of becoming sustainable.

Most internet users know hyperlinks as highlighted words on a web page that take them to certain other sites. But hyperlinks today are quite complex forms of instant connection—for example, tags, API mashups, and RSS feeds. Moreover, media convergence has led to increased instant linking among desktop computers, cell phones, PDAs, MP3 players, digital video recorders, and even billboards.
