He said he hoped only to &amp;quot;study&amp;quot; the idea.&lt;br /&gt;&lt;br /&gt;&amp;quot;We cannot have a city in which everyone expects to be able to drive their car everywhere they want to go,&amp;quot; Fattah said.</description>
